		<description>Of course there won&#039;t be enough ridership to pay for it.  Otherwise, some private enterprise would have paid for the whole thing.  We spend only 3% of the federal budget on transportation.  That&#039;s why interstate highway bridges fall into the Mississippi (Minneapolis)  and why half-trained airplane pilots barely making more than the minimum wage are allowed to fly dozens of passengers to their deaths into ice storms.  (Buffalo).  

By raising the capital gains tax rate from 15% to 20% we could buy TWO 300 mile long 200 mph every year for the indefinite future.  Let&#039;s do it.</description>
