Reader Poll: Your Pick for Jacksonville’s Next Mayor?

city-hallSometime next year, Jacksonville voters will head to the polls to pick our city’s next mayor. A trio of major candidates have already launched their campaigns, and several other high profile figures have announced that they will enter the race in early April.

The last time the Jacksonville Observer conducted a reader poll on the mayor’s race was June of 2009. In that poll we opened it up to everyone who was even remotely thought to be considering the race. That meant including people like State Representative Mike Weinstein, former Ambassador John Rood, former Jaguar Tony Boselli, Supervisor of Elections Jerry Holland and others. The results of that VERY early and VERY unscientific survey can be seen here.

Today we’re trying it again, but this time the only names on the ballot are major candidates who have already launched or are about to launch their campaigns. Space for write-in choices is available, but we are mainly focusing on the candidates already off and running.

Polling will continue until next Tuesday at noon, when we’ll close this topic and tally up the results. Check back next Wednesday for a full recap, including write-in votes.

    MORAN, BAILEY AND MULLANEY are all good picks. Moran has been inside and beside two Mayors. Women are good at running things – always better than men. She should probably win.

    Just curious, why do you think this is a good thing?

    Moran – Chief of Staff to Delaney, Legislative Assistant to Austin. Backed by the same bunch that backed Peyton. I ask you, are you better off than you were 20 years ago?

    Bailey – A publisher of a pretty good paper that is 100% dependent on city hall for its existence.

    Mullaney – Really? Peytons General Counsel? You think this guy would be a good choice?

        Robert Hutcherson is a businessman with a proven record of ‘cleaning up’ major corporations and government organizations. His tactics have saved the taxpayers of this country millions. He is a long time resident of Jacksonville and former President of Sportsfans of America–that brought a lot of attention to the Jacksonville Jaquars. He is less of a politician and more of a sound businessman that can get Jacksonville going again.

    Although he’s not a candidate at this time, I’d like to see City Councilman Daniel Davis as Mayor. Daniel was the only Republican (if my memory serves me correctly) to vote against the tax hikes on Jacksonville citizens in the worst recession (darn near ‘Depression’) I’ve seen in my 34 years of voting.

    He has the right balance between municipal growth and affinity with the people of Jacksonville. He would be, in fact, a man of the people.

      I dont have a problem overall with Davis as a councilperson. I have concerns with electing yet another mayor with close ties to the development community. Just like Moran, electing a mayor who will be working for all of the same people is not going to get Jacksonville to where it needs to go.

      Right now, none of the Republicans currently in the race will get my vote.

        I think Daniel Davis has shown himself to be honorable. The fact that was the only Republican to vote against the mayors tax hikes says he’s an indepedent thinker.
        He’s young, intelligent, and honorable. This is a good start.

        I did not intend to imply that he was not honorable, Jim, I dont think that Audrey Moran or Mike Hogan are dishonorable either.

        If I were going to be electing a young honorable fellow it would be Clay, but his time will come soon and mayhaps Mr. Davis as well. But I have not been duly impressed with his performance thus far on the council and as such, I am not convinced of your position that he would be a good Mayor. Fair enough?

        JDavis, Are you kin? D Davis DID vote for the three new fees and the millage rate increase. Check out his farewell remarks as Council President when he offered praise to his fellow Council members for passing the fee increases even over the debate of the “ignorant”. Who were the ignorant? The Council members that voted against the fee increases or the citizens that spoke in opposition?

    Anyone who can turn the DMV office in to an almost enjoyable experience will get my vote! He listened to the people’s complaints and changed it. Hogan has my vote! He deserves yours.

      I recently experienced the DMV Office and after hours and hours finally got my renewal. It was a horrible experience. I have never had a worse time than last week.

      Thanks for the clarification, Beth. I probably should have been clearer about the folks I included in this poll.

      We’re going with candidates who we believe have reached a certain level of support/fundraising or at least basic name recognition. Bailey, Johnson and Mullaney have all essentially told the media that they’re getting into the race once the next fundraising quarter starts. So hopefully this is a pretty good representation of the top tier candidates.

      As always, we have a write-in slot available and any votes for write-in candidates will be counted and reported.

      There are more folks running than those listed in the poll. Who knows, maybe some other great businessman (or woman) may decide to run. So these early polls are not too important. If I had my choice I would want Jim Overton, he is not mentioned here. He had a great background before Politics.

    We need a pro-growth mayor who realizes what happens when growth stops. One who has a vision for this community and isn’t afraid to attain it. One who knows the difference between right and left. And one who has the intestinal fortitude to fight socialism that is creeping into our society. Moran can. Hogan sure can. Rick has a better grasp of where we’ve been to steer us where we need to go. Daniel is very, very solid. No room for liberals. Shame these people can’t work as a team, or can they?

      Moran will be a continuation of the same old, same old. She has the big money behind her and the big names. The same people who got behind Peyton, Delaney and Austin. How has the last 25 years worked out for Jacksonville? Well? OK.

      Hogan fought hard to take away local control of property taxes and other revenue collection. Anyone who favors Tallahassee telling us how to run our business is not fit to lead Jacksonville. Also, while every other department in Jacksonville had to cut their budget last year, he fought and got all of his cut money back. Apparently budget woes dont apply to the guy who collects the taxes.

      Mullaney is like Moran, part of the machine, except he gets the extra burden of all of the ethics issues of the current administration.

      I dont see any real “liberals” on the list so far. Alvin Brown who is being groomed for a run would probably be considered a liberal, I suppose. He worked in the Clinton Admin and for Al Gore.

        Jose where do you get your “facts” on Hogan. You are not even close to the truth on his budget – call the City Council Auditors office to find out the details on his budget which did take a cut of almost 5%. His two “bills” on the Taxation and Budget Reform Commission (TBRC) did nothing to diminish local control or Home rule. The Bill that got the most attention statewide was his attempt to rein in the growth of government. Had the people of Florida been able to vote on this proposed constitutional amendment, tax and fee revenue growth would have been capped for all governments in Florida – the State, the Counties and the Cities. AND to insure local control the governing body, be it a City Council or County Commission, would have had the right to vote to exceed the cap. His second “Bill” was written with the support of the champions of “Home rule and local control, the Florida Association of Counties. That bill would have ended unfunded mandates from coming out of Tallahassee. Check out my facts by going to the TBRC’s website.

      If you want the person who can put Jacksonville on the map then vote for Robert Hutcherson. He is a problem solver and that is what is needed as everyone can see my just the courthouse fiasco. All the rotten retreads are doing is getting the city deeper and deeper in the red. They are not giving jobs to the Jacksonville residents. If you want to work on the new court house you either need to be an illegal alien or moved to Orlando. I’m sure there are plenty of contractors and workers locally who would love the work. Get rid of the people who are draining the city. Vote for Hutcherson.

    Kevin Hyde is the wise choice. Kevin understands that Jacksonville’s public safety pension plan is insolvent for all practical purposes. He is the only candidate who is willing to take this subject on. He understands that you can not use actuarial rates of 8.5% for a pension plan and promise huge retirement benefits based on rates of return like 8.5 percent. The public safety pension plan has an unfunded liability of $1.4 billion. If you invested a dollar in the stock market 11 years ago it would still be worth a dollar today. However the Jacksonville public safety pension plan is using rates of return of 8.5 percent. Who do you think makes up the differecen in the return from a zero percent return in the market to an actuarial rates of return of 8.5 percent. The poor Duval County property tax payer. This is why the sherriff ask for more money each and every year and so does the fire department. Their percentage of the general the revenue has gone up every year. Kevin Hyde understands this and wants to do something about it.

    Mike Hogan is a nice guy but he has no clue about unfunded pension liabilities. Mike’s excuse about the actuarial 8.5% rate of return the police and fire use foir their returns is because in the Carter years fixed rates of return were 10 percent. Well holly gee…… Mike means to tell us that actuarial rates of return are still used thirty five years later becasue they once where. This kind of idiotic nonsence has to stop….. As I said Mike is a nice guy, but you don’t need nice guys running for Mayor, you need smart guys running for Mayor and Kevin Hyde is that guy…

    We need a man of strength and integrity. A leader that can make the kind of decisions that maybe won’t be popular, painful decisions required to balance the budget. We need someone that truly listens to what people have to say and then uses that to move forward. We need good leaders in this country that are in it for something other than themselves and why not start at home.
    I will vote every time for Mike Hogan.

      Well put Candace! I think that he might be our guy too. The other canidates cannot match his resume here in Jacksonville, and we need to move forward now. I’ve heard Mr. Hogan speak in the past and you can tell that he is here for the people.

      Why do you think Mike Hogan can make those decisions? He could not even take budget cuts with the rest of the city departments. He had to go in an grovel to keep his budgets at current levels.

      If a man can not even figure out how to do more with less in his own department, why would he be able to do it with the entire city?

        I think you should take a better look at the Tax Collector’s budget. It is 80% funded by self-generating revenue. The budget presented to the Council by the Mayor included a $2 million cut in expenditures, but neglected to cut the $3 million in revenue that those $2 million in resources generated. That’s not a way to balance a budget! The operating lines within the Tax Collector’s control have been reduced each of the last few years at Mr. Hogan’s request.

    I’m going to vote for Hogan in the upcoming election. From what I’ve seen he is a great public servant and isn’t running for the bragging rights. I like his style, and his desire to help the city instead of just cashing a check seems apparent. Also, great comment about the DMV, I was at a new building of theirs the other week and it was a pretty good experiance.

      I have seen the comment on Mike Hogan and the DMV, let’s clear this matter up. He runs the tax collectors office not the DMV. The DMV is run by the State of Florida, where you get your DL renewal. I’m not so sure the DMV is that great at operating smoothly. Just to clear the record.

    Mike Hogan is the only true conservative in this race. His record serving on the Jacksonville City Council and as a State Representative speaks for itself. As a business executive with Southern Bell and as a public servant, he knows what it takes to balance a budget and execute a work plan. He realizes our port and its vendors are some of the most important economic engines for the future of our city and region.

    My guess is that the next Mayor isn’t even on this list. Anybody that’s currently in a position that will be involved in this budget cycle (Council, Hogan, Moran), either as someone spending money (Council) or asking for money (Moran, Hogan) are going to make a lot of people unhappy over the next few months. The budget is going to be the issue for this election, and it’s going to be ugly. The unions, the non-profits, the developers and the business community all have their own priorities and all have a lot riding on how this budget debate unfolds.

    I look to see a Weinstein or someone like that to enter the race late in the fall, after everybody currently running have beaten each other to a pulp over the budget issues (taxes, fees, cuts, layoffs, etc).

    Hyde all the way. This pension issue can’t be ignored and probably affects Jacksonville’s future more than anything else right now, except perhaps education. As an employment lawyer, he has the best chance of figuring it out, plus seems like the smartest of the bunch. I’ve never worked with Hyde but have heard him speak and was very impressed. And he has a conservative record and would represent us well to companies considering a move to Jax. All of the candidates are good in their own ways but we need the brightest mind we can get right now.

    John Peyton ran on being a fiscal conservative….. need anyone say more. It is unrealistic for any candidate to say they will not raise taxes because they believe that there is too much government waste and that government can and should be run like a business. No one has a crystal ball… Peyton found that out as did HW Bush (“read my lips”). We have way too much bs about who is THE most Conservative as opposed to who has the public trust, the background and the backbone to lead. Our city has become way to divided. I want a statesman not a politician. A progressive not a regressive. An open minded consensus builder not a far right conservative or far left liberal.

    Hogan–Asked for a $2 million increase in his budget last year.
    Moran–Runs a shelter almost totally dependent on government funding and helped engineer the Shipyards debacle
    Bailey–Peyton Part Two
    Mulaney–Have you heard of the Shipyards deal? He wrote the contract.
    Johnson–Let’s be serious
    Hyde–Don’t know much about him

      It was Weinstein at JEDC that was involved in the Shipyards negotiations and deal. Mullaney was involved in the contract as the City’s lawyer acting as directed not unlike any other lawyer who has a client that needs a contract. Check the audit on the Sulzbacher center and you will find a great deal of private support from the Gentrys, Jaguar Foundation, and many others. Just wanted to clarify. BTW Hyde is an attorney at a large firm and is a pretty good guy. By most accounts did a pretty good job as Council Pres but the economy was a lot better during his tenur.

        Let’s be clear about what happened with the Shipyards deal. Weinstein and Moran pursued the deal on behalf of the city with the owners of the property. Mulany wrote the contract, then Moran as Cheif of Staff to the Mayor approved the contract and then lobbied the City Council for its passage. Therefore, all three bear responsibility for $32 million tax payer dollars disapearing into thin air.

        Also, I did check the audit for the Sulzbacher center as well as IRS form 990. They both show that while the Sulzbacher Center raises approximatly $250 K per year, that is a small amount compared to the $6.5 MILLION that it receives from local, state and federal sources. So I stand by my statement that it is “almost totaly dependent on government funding.”

        Moran also led the charge last year to increase our property taxes in order to keep her funding from the city.

        I don’t know yet who I will vote for, I do know who I will not vote for.

    • It looks as if it is the “good ole Boy” network vs the woman. Perhaps a woman has better insight on how to run things. Afterall she must run her household, budget, and cut the fatand keep the peace besides entertaining the “can’t do for themselves good ole boy” sex. As for paycuts and tax hikes, why doesn’t the mayor and city council take the pay cut instead of getting raises and passing the cuts on to every worker?

        Are you talking about Moran? Look at the Jax Civic Council (the embodiment of the GOB) and look who has the most money from them so far.

      Please check the details before you write. Mr. Hogan did not ask for a $2 million increase in his budget. He has reduced the City expense for processing collections while taking on additional City functions. His budget was increasing both revenue and expenses for taking on drivers license functions since the State DHSMV is leaving Duval County (see the State budget eliminating offices). The City/Administration attempted to record only the increase in revenue forgetting that those extra functions have a price.

    I received a personal phone call at 10pm from Mr. Hogan in response to a tax question I had on my late mother’s past due property taxes. He didn’t want to see anyone lose their property to past due taxes, so he took the time out of his vacation to call me and let me know that action was needed soon. Anyone who cares that much will have my support.

    The taxes hidden in all shape and form will trickle down to everyone.
    Govt waste at all levels continues.
    Just look at the 4 or 5 guys watch 1 guy work as you ride by city and state and fed projects.
    When if ever Govt decides to run like they expect our business to run it will never
    get any better.
    I will be dead and gone by the time it happens but this country is headed for third world
    existence and revolution as more Obama”s, Rangel’s, Reid’s, Polesi’s, and yes the Kennedy’s will return from some woodpile.
    Good luck to our grandkids and their kids is all I can say.

    In these times, we need a real leader, and Hogan is the Man for the job. Hogan is honest, hardworking, conservative, caring and effective. He has been a voice of reason, and many times fought against the tide for what was right and best in the long term, not just for the political short term. Hogan all the way.

    It’s interesting how this and other media outlets in Jacksonville chose to ignore other filed candidates in the Mayor’s race, but include possible candidates. This is a disservice to Jacksonville’s citizens and registered voters. The political system here in Jacksonville definitely needs to be improved upon.     Just a note to everyone… stop trying to log fake votes. I can see IP addresses, I can see what times the votes are cast, and I can delete votes that are clearly not real. Only have to do it a few times so far, but it would be easier if folks would just knock it off. :)

    Robert Hutcherson is the man for the job. The dissapointing thing for me was when I didn’t even see his name listed on this poll. Part of the disallusionment of today’s electorate is the fact that only those who have the most money, the most connections, and the most exposure to the machine, get recognized. I believe our founding fathers envisioned a citizen government. I wonder how, these days, an average, well qualified, intelligent citizen ever gets an opportunity to serve the people without being “connected” and selling their soul??

      Selling their soul? I am not familiar with Hutcherson. Has he held any other positions in Jacksonville? I would recommend he start serving in another capacity if he wants to serve. That way he could gain the experience needed to run a city. It is very unlikely that a company would hire a CEO that has no relevant business experience. Same thing goes for government, “career politician” is not a bad thing, experience is good. Would you want someone building your house that had no prior experience in construction? We need a leader that has the wisdom gained from direct experience.

      The great thing about elections is that the people get to decide who to put in leadership roles. With that comes the responsibility from the people to hold the leaders accountable for their actions. In regards to money, many people hold to the idea that raising a lot of money is a negative thing, on the contrary it shows how many people are in support of that candidate. The maximum donation is $500, it takes a lot of supporters to raise the funds necessary to market the ideals and character of a candidate.

      To sum this up, Mike Hogan is by far the best candidate to serve our city. Take some time to investigate him and I am confidant you will feel the same way. The election is at least a year away, watch the candidates closely, how they compose themselves and how they run their campaigns. You will be hard pressed to find a better man for the job and in general.

        The $500 limit is not really a barrier to the interests in power financing “their” people. It is just a bump.

        To Mr. Hogans credit, he has not taken any money from the former “non Group” and I would imagine that he will not take too much. Mike is a good guy, but I do not think that he is the right man to lead Jacksonville to the next level.

    I believe that we need a leader in office that has strong integrity and will not bend to monetary temptations for the benefit of his own wallet instead of Jacksonville. We need a leader that will take are beautiful city to the next level of economic growth without depleting are nature uniqueness. The next Mayor of Jacksonville must successfully incorporate both residential and retail into are down town area. This will help entice business to move there headquarters to are almost stagnant metropolitan areas. Centralization of are city planing is key to the economic growth of are giant spread out county of Duval.

    MAYOR WANTED – Intelligent, Creative, Personable, Willing to take a stand, Must put political correctness aside, Proudly represent Jacksonville, Unwilling to fold under pressure, Willing to create a legacy, Must be willing to work long hours, Willing to consider alternate solutions, Quick thinker, Willing to think outside the box, Able to hire a staff that is second to none – not cousin of mom, Well rounded, Tough as Jake, Creative as Tommy, Smart as Austin, Amazing as Delaney, Religious, Patriotic. Must be willing to make a difference. Higher education required but may be replaced with previous work experience. Politicians need not apply.

    Robert Hutcherson is the ONLY one of the candidates with real world experience. When Shakespeare said, “first, we kill all the lawyers”, he must have had pre-cognition of the fabric of American politics to come. Robert was not listed by the paper and so its no wonder that he is not listed among the front-runners. But I know him personally. He is a Continuous Process Improvement professional who would actually run the City of Jacksonville in a manner that would focus on cost reduction while also paying supreme attention to the “Voice of the Customer” (the citizens of Jacksonville). Robert was an associate of mine when we worked to make the processes of the US Army more effective and efficient….saving millions of taxpayor dollars in the process. If you want a departure from the absurdity of the incumbants, Robert is your man. The “talking heads” will tell you that you have only 2 choices…raise taxes or reduce services. Imagine how different our country would be today if our politician understood that there is a 3rd way…and that is to make services more effective and efficient. Robert Hutcherson can do that.

    I’ve known Audrey Moran through our association with the Sulzbacher Center for many years. She is fantastic in every way. She answers questions directly and honestly. She works hard. She is efficient and inclusive, warm and intelligent. She would be a breath of fresh air as mayor. I can’t wait to see what she will do.

    Audrey Moran may be be a Republican, but she is unmistakenly Liberal. She may not be Obama Liberal, but she certainly is Bill Nelson type.
    Kevin Hyde may be Smart, but he isn’t a man of action. He had his chance with the Trail ridge to take the lead and didnt. He had his chance with the Fees and didnt. He had his chance as CITY COUNCIL PRESIDENT, and didnt.
    Mike Hogan is someone I don’t know much about other than he is the current Tax Collector, but was for a Taxpayers Bill of Rights amendment to the Florida Constitution.

    Anyone even considering Mike Hogan needs to check into his time in Tallahassee. He had one of the most liberal voting records of any Republican there and as a member of the Jacksonville City Council, well let’s just say that many of the problems we are having in this city now began when he was Council President. Most especially the out of control pension costs we have.

    But then again, I guess that is why the unions for the police and firefighters are supporting him
